How Florida licenses assisted living

The Agency for Health Care Administration (AHCA) licenses 3,024 assisted living facilities. Specialty licences on the facilities' AHCA profiles: extended congregate care at 146, limited nursing services at 322 and limited mental health at 277 (1,560 profiles read: every facility with 7 or more beds). 1,464 facilities have 6 beds or fewer.

Florida's assisted living facilities (ALFs) provide full-time living arrangements in the least restrictive and most home-like setting, from homes for one resident to communities for several hundred.quality.healthfinder.fl.gov

Florida has four assisted living licences. Every facility needs the standard licence; extended congregate care (ECC), limited nursing services (LNS) and limited mental health (LMH) can be added on top of it.quality.healthfinder.fl.gov

An extended congregate care (ECC) licence lets a resident age in place: on top of standard assisted living services it covers limited nursing services, total help with bathing, dressing and toileting, and supervision of residents with dementia.quality.healthfinder.fl.gov

A limited nursing services (LNS) licence adds nursing services by licensed nurses within the scope of their nursing practice.quality.healthfinder.fl.gov

How Florida inspects them

AHCA's assisted living comparison tool on FloridaHealthFinder reports each facility's complaints, sanctions and deficiency data, and AHCA says it is updated nightly.quality.healthfinder.fl.gov

Class I: conditions AHCA finds present an imminent danger to residents or a substantial probability of death or serious physical or emotional harm. A fine is levied even when the problem is corrected.leg.state.fl.us

Class II: conditions that directly threaten residents' physical or emotional health, safety or security. A fine is levied even when the problem is corrected.leg.state.fl.us

Class III: conditions that indirectly or potentially threaten residents' health, safety or security. No fine if corrected within the time AHCA sets.leg.state.fl.us

Class IV: problems with operation, maintenance or required reports and forms that do not have the potential of negatively affecting residents.leg.state.fl.us

Unclassified violations are ones not designated class I to IV, such as violating a licence condition, exceeding licensed capacity or providing services beyond the scope of the licence.leg.state.fl.us

From October 9, 2021 to October 8, 2026, AHCA's comparison tool counts 25,028 deficiencies across all 3,024 facilities, 321 of them class I and 1,150 class II, and $9,679,866 in fines.

Costs and rate notices

Florida does not publish what assisted living homes charge. What the state does set is what the contract must say and how much notice a rate increase needs.

Memory care in Florida

Florida has no separate memory care licence; the extended congregate care licence covers supervising residents with dementia (146 facilities hold one). 823 facilities list memory care among the special programs and services on their FloridaHealthFinder profile; that listing is not a licence, so we do not count those as certified.

AHCA's advice: before signing a contract, ask what special services and activities the facility has for people with dementia, how staff are trained for it, and how it keeps residents from wandering off.quality.healthfinder.fl.gov
