What a continuing care retirement community is

Pennsylvania's Insurance Department describes CCRCs as residential communities for older adults, generally over 55 or 60, where residents can get a continuum of care including assisted living and skilled nursing.pa.gov

North Carolina's Department of Insurance defines a CCRC as a community that offers independent living and access to assisted living, nursing care or other health services under a continuing care contract.ncdoi.gov

Pennsylvania notes that CCRCs are not always linked to a facility that gives advanced medical care; in some, continuing care is limited to housing, meals and services.pa.gov

Contracts and fees

  • CCRCs charge a one-time entrance fee plus monthly or periodic fees, and Pennsylvania says entrance fees range from several thousand dollars to one million dollars.pa.gov
  • In Pennsylvania the entrance fee cannot be raised once charged, is usually earned by the provider over about five years, and the unearned part is refunded if the resident dies or leaves.pa.gov
  • Monthly fees run from a few hundred to several thousand dollars and can go up, but a Pennsylvania provider must disclose its increases over the last five years.pa.gov
  • Pennsylvania's regulator says a resident is not required to sign over their assets, and should not.pa.gov

Who regulates CCRC contracts

  • In Pennsylvania, the Insurance Department regulates the communities that charge large upfront entrance fees, and they must disclose their finances every year.pa.gov
  • North Carolina's Department of Insurance licenses CCRCs and oversees disclosure statements, financial solvency and reserves, but does not regulate daily operations or health care.ncdoi.gov
  • In North Carolina a disclosure statement must be given to prospective residents before they sign a continuing care contract, and the Department posts them online.ncdoi.gov

Before you sign

  • Read the disclosure statement and the resident agreement closely, ideally with a trusted family member or financial adviser; the agreement spells out what the community will provide.pa.gov
  • Entrance fee refunds follow the terms of the contract and state law; North Carolina's Department does not decide individual refunds.ncdoi.gov
